Update, got $10 chicken noodles from Madame Kwong's, and it's fantastic.
I believe it's targeted as in my case I do not see the dingdong deals (I have uber one) however my wife does get the deals (also has uber one).
I found I had to tap uberone, and then offers before it showed to me.

I had/have the wednesday 50% off deal but my wife doesn't. I do order more than her, so not sure what happened there
I don't have Uber One and I see the deals in my app. I had to update it though. I also hardly use it so maybe it is targeted but to low-use customers.
The Freshchoice deals are all $10 off instead of $10 price
I feel like a ding dong not understanding how this works. Several stores (just like last time they did this) have the Ding Dong image, but none of them actually have a Ding Dong deal? I have an UberOne membership too.
Replying as this promo is back on again to say that my app had the same issue. Stores would have the deal badge on the store image, but no deals, so I reached out to support and they manually activated the promo for my account.

Just make sure not to select any of the options to actually request a cancellation, and instead put your issue in the "If you have any other concerns" field. I wrote:
