Are these any better than TVs with Android TV built in? I have a TCL which I have to restart every two or so days because sound would stop working and quite sluggish at times.

  Generally they are, especially if it's a version of android tv that isn't being updated anymore - do note that a newer chromecast may be coming out in the next few months.

  I've seen good reviews on-line (be aware this is the 4K version). I would do a factory reset to your TV, remove the apps installed by default (if possible) and re-install all apps in the Chromecast because it has Google TV (which is the successor of Android TV).
