      That’s a bit weird but I think I found a work around.
      Using your example I get exactly what you said - discount not applied - image here
      
      However, if you then go to your cart and remove one of the T-shirts the code not only works but drops the price of the single t-shirt to $9.99 - image here
      
      Means you only get one T-shirt but you’re only paying $9.99 so it’s cheap enough.
