Opinions on them are mixed from what I've seen so I suggest having a read around online first if you're thinking of grabbing one. The 47 dollar one is full RGB and if you've got a young person in the house who's into gaming they'd probably like it, it's also rechargeable while the cheaper non RGB one requires a AA battery.

None. You won't find a mini pc on aliexpress suitable for that without risking getting seriously ripped off in some way, and the cost will be $500-$1000 depending on what it is you need to do specifically.
I'm curious about this. I used to have an Intel NUC for everyday tasks—not running any Adobe apps—and even then, I found the fan noise pretty annoying. So I’m a bit skeptical about whether a mini PC could stay quiet under heavier workloads. I’ve also heard that Adobe Creative Suite may need a strong GPU, which might be a challenge for smaller size PC. Maybe an external GPU would be necessary?
It won't. The best you'll find is apple's mini pc. No windows PC of comparable size will be as audibly quiet. The best you can do to match apple in that sense would be a $800+ custom SFFPC of around 10 liters
Like most design software it totally depends what you are doing. if you are doing basic vectors and some touch ups of photos from a phone this might be ok. If you are doing A0 posters and editing a thousand 50mb raw photos of get something much gruntier. This would probably do it but it won't be pleasant. Power wise it's a balance, how long will a task take with the power available and is it worth the extra cost to not have to spend that time waiting around. Personally I'd spend more and get an old workstation with a low profile GPU in it. 8th gen CPUs are pretty affordable on the used market now.

Look up that CPU's power and nuh uh, it's not gonna do squat. This CPU is not intend for anything graphical even if it was paired with a GPU
As long as its newish and mid rangw (or older and top spec for the time) and you max out the ram it will be ok for both.
