Seems they have mutually agreed to sit with a high margin, and then regularly discount to what should be the 'normal' price. Its like the kathmandu or briscoes model, but across a whole industry.
The only time you seem to see an actual notable discount is if gull does 15c+ or you get a double discount from a gull price match + smartfuel.
