Strongly agree, for $9 you are getting far more than $9 of added "bang for buck".
active noise cancelling is so useful to block noise even when not listening to music.

No stock in my local PB store, waiting for click and collect
bought one last month for $29 as well with Navy Red, no complaint with the price. it does came with a large package.
No active noise cancelling - I'd go with Xiaomi Redmi Buds 6 Lite for $38 instead, which have ANC and longer battery life.
