This is true for many items, not just rice - usually worth looking at unit costs, rather than absolute pack prices.
One reason is that people buying small quantities skew to being retired / living alone, and are often time rich (willing to shop more often and spend longer doing it) and cash poor, so more likely to be price sensitive, although that doesn't track so much in smaller / metro stores in city areas.
FYI, it’s short dated stock at Woolworths Moorhouse Ave but plenty of stocks , best before 5 Sep
Little tip if you're looking at buying bulk rice, especially just plain white rice. Go on the supermarkets website in the rice section and sort by lowest unit cost, you'll find that unless it's on special then it's usually cheaper to purchase 10 x 1kg bags than it is to buy 2 x 5kg or 1 x 10kg bag.
