    Cable yes, charger no.

    As to a good time to buy, depends on your urgency and what you are after. Samsung tends to have a a couple of epic voucher stacking deals a year. Especially if you have EPP / educational access, or a device to trade ($400+ trade in bonuses have been on the cards), it is often possible to get north of 50% off.

    As an example: (This one had no deal stacking or trade in bonus, but 50% off trumps the 35% off of the current deal).
