Nice find, OP. To anyone interested, unless Flamingo were to announce that this didn't apply on the 22nd, you'll still need to pay the applicable unlock fee for the scooter ride. This differs based on the plan you're on (I believe verified students and gold card holders get this for free), with the majority of us paying $1 for this.
Also worth noting (having just adding the voucher myself) that the minutes expire on the 23rd, so require you to use them pretty quickly.
