  Why do you say that? The ice cream van was parked in the public court yard and anyone could walk up and ask for a free ice cream. I had friends walk from all over the CBD get theirs.

  Its free for anyone and it has been there on Monday, Tuesday and Wednesday and possibly might still be on for rest of week.
