Depends on what you want it for. For streaming, I'v found express to be the best, surfshark 2nd and NordVPN 3rd. Check how many servers they have in the intended country as well.
And yes, shopback is the best place to buy.
Been using PIA vpn for a long time. I use it for downloading. Haven't tried it for streaming. They also feature on cashrewards and shopback. I buy it for 2-3 years each time. PIA let's you open a port for forwarding which is nice and a feature that a lot of other vpn don't have.
