I couldn't see anything in the email about it being targeted, if that's the case, that's pretty stingy of them…
They do it all the time across different categories.
The one that is open to everyone is usually ‘General Items, Cars & Motorbikes’
Here’s some of the previous posts on Trade Me and you will see most are targeted.

I don't have an old email to check as I seem to have deleted all mine but this is from a 25% off all success fees.
What you're looking for is in the fine print at the bottom. If you don't see the unsubscribe at the bottom, it means it has been cut off and you need to open it up in a new page.
It is targetted. As always. There are usually different offers to different people every weekend. I have a different deal on my account, but not this one.
These category specific offers are nearly always targeted.
