If the system restricts voucher entitlements per person and you offer false information (eg. name, age) to get around that then it falls under section 240 of the Crimes Act. Extremely minor one though, nobody would bother going after you for it unless you were gaining thousands of dollars in advantages. I don't think anyone offers discount vouchers for cars or houses.
But other emails? Nah, just go for it. If their system relies on email to restrict voucher distribution then it's clearly only meant as an inconvenience rather than a restriction.
